Critical Infrastructure Balancing Scheme (CIBS)
The State Government in G.O.Ms.No. 385, Industries & Commerce (SSI) Dept. Dated: 6th November,1998 has introduced a new scheme called "Critical Infrastructure Balancing scheme." Under this scheme, funds will be made available to the Industrial Associations/Service Societies/NGOs for the development of certain critical infrastructure considered essential to ensure the viability of the infrastructure projects and for the up gradation of the infrastructure facilities such as water supply, electric sub-stations, laying of roads or effluent treatment plants in the existing industrial estates/SSI Clusters identified under the SSI Cluster Development Programme. 

The funds will be provided at a ratio of 1:1 between the Government and industrial associations/service societies/N G Os. In respect of IE/IDAs developed by APIIC, the APIIC Ltd will contribute 20% of the project cost (i.e. in case of B Grade Industrial Estates only) and in such cases the service societies have to contribute only 30% of the Project cost.

The service societies/industrial Associations/N G Os have to file an application in the prescribed proforma (Annexure I) with the Commissioner of Industries seeking financial assistance from CIBS along with estimates prepared by a Chartered Engineer/Zonal Manager, APIIC Ltd (in case of Industrial estates developed by APIIC) and willingness to contribute 50% or 30%of project cost as applicable through the concerned General Manager DIC.
