APPCB Guidelines

Guidelines for Para boiled Rice Mills

1. Drying System

Category - I Platform (Solar Drying) drying system

Category - II Elevator type (force drying) system

  1. Generally boiling will be done in one shift in case of Cat - I and two shifts in case of  Cat - II

  2. Boiling capacity varies between 10 - 25 TPD.

  3. The effluent quantity varies between 15 - 30 m3/day.

2. Storage of Husk

Husk has to be stored in a closed shed only.


3. Emission Standards

The Air Pollution Control equipment shall be installed to meet the standards prescribed by MOE & F, GOI.


4. Effluent Standards

The wastewater shall be treated to meet the standards prescribed by the MOE & F, GOI to dispose on land within the premises of the industry.


5. Solid Waste

Boiler ash shall be stored in a separate closed shed in one of the corners of the site away from habitation and roads until is final disposal.

The ash generated shall be disposed into secured landfill or sold in the market for manufacture of bricks etc.

The ETP sludge shall be disposed into a secured landfill.


6. Area of Land

  1. Built up area ½ acre

  2. ETP ½ acre

  3. To utilize 10 KLD of wastewater 1 Acre of land is required.

    For a plant of 25 TPD capacity 30 KLD of wastewater will be generated as such about acres of land is required.

  4. To Develop 10 meters width green belt around the plant about 2.5 acres of land is  required. Hence total area of land required to set up a plant is as follows.

Note:- For the units who have adopted forced drying system ½ acre land may be deducted from the total area of land mentioned above.

7. General

a. The new units shall be located at least ½ km away from human habitation i.e., boundary of the village / town etc.

The new units shall not be located in the catchments area of drinking water source.


Cement Grinding Units (Small Scale Units i.e., up to 50 TPD)

  •  Minimum Capacity of Plant shall be 20 TPD

  • The distance between the boundary of the site and the boundary of the

       1) National High Way shall be - 100 meters

       2) State High Way shall be - 50 meters

       3) M.D.R. / Village roads shall be - 25 meters

  • The distance are to be measured from Edge of the Roads to the boundary of the sites.

  • The boundary of the site may be located at a safe distance away from human habitation. The minimum distance between the boundary of the site and human habitation shall be 500 meters as the pollution is anticipated from fugitive emissions only.

Note:- All the distances shall be measured from the boundary of the site to the human habitation i.e.., boundary of the town, village, hamlet etc.,

  • Green belt of 20 meters width shall be developed along the boundary with shady, canopy trees. Small trees / Bushes shall be grown or wall shall be constructed so that no gap exists between the canopy and ground. this will act as a noise barrier. Temporary barriers such as Bamboo that is of height at least 15 feet shall be erected around the unit till the green belt developed fully. Area of land required may be retained as earlier.

    Bag filter for grinding Mill as well as cement silo either combined or separately to be provided for units with capacity --50 TPD or more


Stone Crushing Units

  • 500 meters away from National Highway 100 meters from State Highway, 25 meters from main district roads and other roads (The distances are to be measured from Edge of Road to boundary of site).

  • The boundary of the site may be located at a safe distance away from human habitation. The minimum distance between the boundary of the site and human habitation shall be 800 to 1000 meters

  • Preferably located near the quarries.

  • Around 3 to 5.5 acres land is required depending upon surroundings

  • All the stone crushers which were cleared from January, 1996 onwards shall take all necessary measures to control air pollution from the crushers before September, 1998. All those stone crushers which were cleared from January, 1996 onwards and failed to take air pollution control measures before September, 1998 shall be closed.

    All the stone crushers adjacent to roads, schools, hospitals and sensitive zones regardless of their date of origin shall be shifted to the sites which comply with the Guidelines of the Board.


Dairy Units

  • The distance between the boundary of the site and the human habitation i.e., boundary of town, village, hamlet etc., shall be at least 500 meters.

  • Minimum 3 acres of land is required.

  • Minimum capacity of the plant shall not be less than 5 KLD.

  • The distance between the boundary of the site and the boundary of the


    1) National High Way shall be - 100 m

    2) State High Way shall be - 50 m

    3) M.D.R. / Village roads shall be - 25 m

Note:- The Environmental Engineers at Regional Offices are authorized to issue CFE / CFO for Dairy Units of capacity up to & equal to 10 KLD.


LPG Bottling Plant 
(Small Scale Units up to 100 T LPG Storage as per OSID 169)

  • The distance between the boundary of the site and the boundary of ANY ROAD shall be at least 100 meters.

  • Around 1 km away from human habitation.

  • Minimum 5 acres of land is required
    On site emergency plan to be prepared before the activity is commenced i.e...., before going into trial production.


Cashew Processing Units

For Drum Process

  1. To be located 1 km from habitation.

  2. No new units to be allowed in Plaza, kasibugga & Mogilipadu.

  3. Distance between 2 units shall be 500 meters.

  4. A distance of 500 meters shall be maintained between the boundary of site and the Edge of National & State Highway.

  5. A distance of 100 meters shall be maintained from Boundary of site and Edge of B.T. Roads in the districts.


For Boiling Process

  1. To be located 300 meters away from habitation.

  2. No new units to be allowed in Palasa, Kasibugga, Mogilipadu in the districts of Srikakulam & Vizianagaram & Vetapalem in the District of Prakasham.

    The Regional Officer shall identify places at which cluster of not more than 3 - 4 units can be located for future planning.
